College officials interested in the establishment of a Sports Hall of Fame for Rend Lake College chose seven individuals in Summer, 1999, to serve on a Steering Committee. It was the responsibility of this Steering Committee to formulate the Sports Hall of Fame Constitution and By-Laws. Members of the committee also serve as a subcommittee for the Selection Committee. With approval from the College President and Dean of Finance and Administration, the Steering Committee is responsible for helping to select and order plaques for the Sports Hall of Fame, make arrangements for the Induction Banquet each year and determine those individuals who make up the Selection Committee. The Sports Hall of Fame Constitution and By-Laws were approved by the Rend Lake College Board of Trustees in the Fall, 1999. The purpose of the Sports Hall of Fame is to recognize those individuals and/or teams who, through leadership and character, have made exceptional contributions to the honor and prestige of Rend Lake College in the field of athletics and who have continued to demonstrate the values learned through participation in intercollegiate athletics in their daily lives. The Rend Lake College Sports Hall of Fame is located in the lobby area of the Jimmy J. Fulks Aquatics Center, which also serves as the entrance to James "Hummer" Waugh Gymnasium.
