Board receives update on ERP system
Board members received an update on the progress of the implementation of a new Enterprise Resource Planning system, a computer system which would integrate many of the functions of the college and provide for more streamlined operations.
In February, the board accepted the administration's recommendation of SunGard Higher Education's PowerCAMPUS software solution as the ERP of choice after a lengthy and intensive selection process. The PowerCAMPUS software meets the functionality, technology and system architecture requirements of the college.
The new system is needed not only to improve data integrity and reporting abilities, but also in preparation for the offering of an online degree. The new system would improve data security and would create a portal environment to improve online access and communication with students. During the Higher Learning Commission's reaccreditation visit to RLC in November 2008, the HLC noted that institutional data management was an area which could be improved. The implementation of a new ERP system would help address this.
Approval for reimbursement resolution
Approved a resolution expressing the college's intent to be reimbursed for expenditures incurred from institutional funds at a future date following a bond issuance for the purchase of a new ERP system. The total amount of reimbursement resolutions for this project will total $1.5 million following board approval. The reimbursement resolution will allow the expenses to be included in the bond issuance on a tax-exempt basis. The passage of the resolution in no way binds the college to the issuance of any future bonds or other debt instruments.
In January, the board passed a similar approval in an amount not to exceed $600,000. Due to the timing of the ERP system purchase, the timeframe for implementation of the system and the receipt of bond proceeds, the additional $900,000 reimbursement resolution is needed to ensure that the college takes advantage of the tax-free status of bondable items.
